Is it a deliberate limitation that Reserved Words (Commands) cannot be used at the front of labels or just a 'knock on' of the implementation?

I ask because I spent a while trying to get a label DoAdd: to be recognised today but only succeeded once I deleted the 'Do' from it. I am assuming the problem was due to DO being a valid command (which I hadn't realised at the time).

To be very honest, it is more a 'knock on' of the implementation.

But, it is easy to avoid such a trouble like the one you faced.
Insert some letters in front of your labels, something like: lblDoAdd (lbl stands for LaBeL) or _DoAdd should work fine (underscore character) all the time.
